Responsibilities of Pet Owners According to the Anti-Rabies Act

Since 2007, September 28th has been dedicated to the worldwide recognition of World Rabies Day––and this year marks its 17th celebration! While rabies is 100% preventable, thousands of people lose their lives from the disease, especially among countries in Africa and Asia.
In the Philippines, communities have been fighting to increase awareness, prevention, and rabies control––which led to the 2007 Anti-Rabies Act. This law mandates provinces, cities, and municipalities to ensure that all dogs are properly vaccinated and registered.
But the Anti-Rabies Act doesn’t only concern the government sector, every single pet parent in the country plays a role too. We’re here to break down each of our pet parent responsibilities.
According to Section 5 of the Anti-Rabies Act, all pet owners must:
Have their dog regularly vaccinated against rabies and have a registration card that lists all vaccinations conducted on their dog.
Submit their dogs for mandatory registration and annually renew registration with the appropriate government office.
Not allow their pet to roam the streets or any public place without a leash and be responsible for disposal of dog’s waste.
Provide their dog with proper grooming, adequate food, and clean shelter.
Report any dog biting incident within 24 hours and place dog under observation by a government or private veterinarian.
Assist the dog bite victim immediately and shoulder the medical expenses incurred and other incidental expenses relative to the victim’s injuries. Humans and animals bitten by dogs should be treated by a government or private medical practitioner.
